Salbutamols legal classification is as a PoM (Prescription Only Medicine). Prescriptions can only be generated by a restricted set of professionals. Contrary to popular belief, prescriptions are not only created by a doctor, they can also be written by prescribing nurses, dentists and pharmacists.

The PoM legislation is written into a piece of UK legislation called the Medicines Act which states PoMs can only be given out in accordance with an authorising prescription, unless a Patient Group Direction (PGD) exists. A PGD is a legal / medical document which enables suitably trained, non-prescribing professionals to supply and administer specified PoMs. This enables pharmacists, such as those at ASDA to supply salbutamol over the counter.
